Roads


The roads and pathways in Liberty Grove belongs to the Community. They are maintained by the Community, not Council, Roads and Maritime Services, or any other authority. The roads within the Estate forms part of Lot 1 (the Community Common Property).

All roads in Liberty Grove are designated as Open Access Ways (the tarred roads) or Private Access Ways (the paved roads). They are not Public Roads as defined in the Roads Act, nor have they been dedicated to the Council.




Driving on the ‘Shared Roads’ in Liberty Grove

All roads within Liberty Grove are ‘shared zones’. Because there are limited footpaths in Liberty Grove, the roads are shared between pedestrians, cyclists and motorists.

In considering safety, there is a rule that L plate drivers are NOT permitted to drive within Liberty Grove since L platers lack experience behind the wheel, which means that it is dangerous to have them in close proximity to pedestrians, particularly children.


Speeding on our roads is a serious problem

There is a high amount of pedestrians who uses the roads to walk and cycle. Currently the speed limit is 20km/hour, though with many residents abiding to the limit. Speeding is an safety hazard within the Estate and needs to be addressed.

The Executive Committee monitors and review parking, driver behavior and speeding on the roads in Liberty Grove. They also review the effectiveness of existing traffic calming devices and speed signage around the Liberty Grove.

The Committee invites the community to participate by providing recommendations, suggestions and feedback from their experiences, to the Estate Management Office.


Children are often about on our roads

This means drivers should take extra care and look out for pedestrians and cyclists when driving on the roads in Liberty Grove and always give way to pedestrians on all our roads.


The RMS (Roads and Maritime Services of NSW) regulates speeds on public roads in NSW, and has set the speed limit for ‘shared zones’ at 10km/hour. This is not practical for an estate the size of Liberty Grove, so it is especially important that drivers at Liberty Grove slow down and do not exceed the current speed limit of 20km/hour. The speed limits in Liberty Grove are under regular review.




Parking within the Estate


There is allocated parking for every dwelling of Liberty Grove. There are also many visitor and disabled parking spaces available.

There are certain by-laws that governs parking within Liberty Grove. If security officers or the Estate Office, finds anyone breaching these by-laws, they will be issued with a by-law breach notice.


By-laws addressing parking are:

  • Residents are prohibited from parking in a visitor-designated parking space.

  • No parking of vehicles on the grass or areas not designated as a parking spot,

  • No parking of vehicles in any Private Access Ways,

  • No parking where the body of the vehicle overhangs the road surface or any roadway,

  • No residents are to park in visitor or disabled parking spots (without a current disability permit displayed).


Breaches and/or clamping will also be issued in the following instances:

  • When visitor has parked in a visitor's parking space for more than eight (8) hours, without special arrangement for a longer stay with the Estate Management Office.

  • When a vehicle is parked anywhere within Liberty Grove and the driver is observed to immediately leave the Estate.



Visitors parking Permit

  • Visitor's Parking spaces are for visitors only - residents are to use their designated residential parking spots.


  • Visitor parking permits will only be issued to visitors – permits will not be issued to residents for personal use under any circumstances.


  • Visitor's parking permits will need to be displayed on the windscreen of the visitor's car. Failing to do so may result in a breach notice being issued.


  • Visitor parking permits can be obtained from the Estate Office. Visitors will need to provide their car registration number and the lot address of the resident they are visiting.


  • Each parking permit is valid for a maximum of three (3) days and will expire at 05:00pm on the last day (this will be stated on the permit). Breach notices will be issued to cars overstaying past the permit's expiration.


  • Only a limited number of twelve (12) parking permit will be issued to each lot within a twelve (12) month period. No exceptions.
